9. Conclusion: Final Remarks

Russia has many problems other than the issue of minorities and their languages. It is a country where, according to the Constitution and the Decree on a Language, minorities are respected from the language point of view and they can use their language in everyday life. The Chechnya crisis is not caused by dissatisfaction with the Language Act but by a bid for independence.
