UN Universal Declaration of Human Rights (December 10, 1948) adopted and proclaimed by General Assembly resolution 217 A (III)

The Framework Convention for the Protection of National Minorities was signed on July 13, 1996, ratified on November 20, 1997 and enacted on February 1, 1998.
